Is it safe to empy the cmsb__accesslist and/or cmsb__outgoing_mail table

The acceslist is a system table that keeps track of user access to the site's sections, so it should be left as-is. outgoing_mail is the log of emails sent from the server - this can be emptied safely as long as the email log entries are not needed. I know that some sites rely on this log to track emails, so I would double-check before clearing it.
