Lost SectionAccess in User Accounts

I have an installation where the Section Access drop down does not show up under user accounts. It shows in the section editor, but when I go to user accounts it is gone. Any ideas?

I'm wondering if it's an issue that the current user (that can't see the access list) isn't an admin or doesn't have rights to view it?
Is the logged in user an admin user? And when you edit the "accessList" field in the field editor what is "Access Level" set to?

I got it working by replacing the ini file, which seemed to be corrupted during the setup.
