How can i set it up so that i can enable or disable record deletion based on user level.

Hi,
Currently, you cannot restrict record deletion based on a user's access level. This could be accomplished with a custom plugin. If you are interested in us doing this for you, please email consulting@interactivetools.com and we can go over some options.
