Hi,

Yes there is. Here is an example link:
http://example.com/cmsAdmin/admin.php?menu=license

You can add the license link to the footer of the admin by enabling the footer license link plugin:
Admin > Plugins : click "Activate for the Footer License Link

The license link will be visible to users even if they are not logged in.

The plugin is a new feature in version 1.28.
