The date and time will be set to whatever your computers is.

But this allows a visitor to use a wrong date/time on her computer to view pages not yet meant for publishing, no? And timezones too...e.g. EDT gets to view page before PDT. Is there any way to change this to server time?

It actually is the server time. And you can set your timezone offset in the admin menu under Admin > Regional Settings.
