Not sure what you're looking for, but if you want to redirect if no records are found you could try something like: (untested)
<?php if (!$festival_archive_2014Records): ?>
<?php redirectBrowserToURL("http://www.yoursite.com/your_page.php");
exit; ?>
<?php endif ?>
