The reason is because it almost always breaks things when users change those values and users who are knowledgeable enough to change those shouldn't have any trouble editing the settings.dat.php file.
In order to login to CMSB you need to have valid database settings and know a username and password from the accounts table. But the moment you change the database settings your login no longer works unless it exists in the new database as well.
