Feature Request: Compulsory Info for Uploads

Hi, Dave and Co.!
I know you're all probably run off your feet but could I please make a feature request for a future update...
Could you make it possible for Admins to stipulate that whenever someone uploads a file they "must" provide a unique Title (info1) and/or Caption (info2).
Apart from the obvious visual benefits, this information can prove useful when used to enhance gallery scripts and other site gizmos. Indeed in certain instances, it can be difficult to set-up some scripts without being able to tag each image with a unique ID. A unique Title would provide that tag.
