It sounds like you aren't getting any errors when trying to send the email. If that's the case, I would recommend the following steps:
- Check your Outgoing Mail setting under Admin Menu > Email Settings. If it's set to Log Only, you should change it to either Send Only or Send & Log and then try again.
- If Outgoing Mail is set to "Send Only", change it to "Send & Log" and try again. Then, follow step #3.
- If Outgoing Mail is set to "Send & Log" check your Email Log to see if it's correctly logging the sent emails. If it is, this indicates an issue with your webserver's mail configuration, rather than an issue with CMSB.
I would also suggest checking the Developer Log to see if there are any background errors occurring.
