Hi. My client wants to be able to check content in articles before they are published live. The site has several user accounts based on what each person needs to have access to so they want to be able to be notified when a change has been made then they check the change and then it can be published. Can this be done?

Yes, this is something that can be setup with a custom plugin and a Hidden checkbox default set to hidden and only visible to Editor users.
New articles could then be created and would default to hidden. On save, the custom plugin would send out an email, with link to edit the article in CMS Builder, to all the Editors for that specific section.
