echo implode to wrap email address with mailto:

Anyone have any idea what's wrong with this line of code below?
At the moment it produces no results and no errors. I believe I've got some back coding in the implode line.
<?php $emails = $members['email']; ?>
<?php echo implode( '<a href="mailto:'.$emails.'">'.$emails.'</a><br>' ); ?>

The first thing I am thinking here is that "implode" is typically used to "glue" several array elements together and I don't see an array in your code.
What I think you could do is just take out the implode and just do this:
<?php echo '<a href="mailto:'.$emails.'">'.$emails.'</a><br>'; ?>
Does that make sense?
