Upgrade Error

When uploading 2.51, I get

Upgrade Notice: You must upload the latest /data/schema/_accesslist.ini.php before upgrading!

I have uploaded the file several times now, with now luck. I am updating over 100 sites right now and this is the first time we have seen this error
