Moving uploads question

I am rebuilding a client site and I'm trying to move a few individual sections from the current site to the new site. But I'm having issues with uploads.
Once I move the schema and data from one site to the other, the upload fields are blank. I am guessing this has to do with the separate "uploads" table, but I'm not how to solve it.
Any help or guidance?
