Static horizontal navigation bar Can't Post

Can anyone point me in the right direction for a site that explains how to create a static horizontal navigation bar, like this one, please?

When the user scrolls down the page, the navbar remains visible at the top.

Hi Nigel,

Here's an old but straightforward guide to doing it.

There may be more modern approaches (utilizing CSS3 and HTML5) but given the age of this article I think it's the most likely to be cross-browser compatible!
