Problem with upgrade to v.1.16 on Win2k/IIS

I have installed pp 1.11 on the client's Win2K/IIS server, which is structured for a an ASP type of site... Nonetheless, with much hassle I got the original version 1.11 to work fine. When I upgraded it to v.1.16, it does this weird filelock business when writing to the /data folder. So I go in /data and removed the filelock folder and somehow manage to bring the new version up. The Admin guy says that I have full rights and privileges on all folders. So he says... When I go to update some pages to test it out, I get this msg: Content-type: text/html Modification of a read-only value attempted at c:\inetpub\040-webstaging2\html\scripts\pp\pp.cgi line 72. I suspect the admin guy is mistaken... Could you confirm? or have any clue as to why it's doing this? This is a gov't client and they are fanatic about security. I will have to ask their permission, if you need to look at the set-up. Thank you

I believe I've already helped you out via email, but if I haven't I'll have to take a closer look at how your Page Publisher is set up to get an idea for what's causing this error.
