Help! missing files in zipfile

Need help installing Page Publisher, version 1.22
We bought this program, but we are just now starting to want to use it.
We did not receive the files:
vconfig.dat
config.ini
Are these files needed for install, because we are having trouble.

Hi there,
Version 1.22 didn't actually have those files in it. :) Those weren't added until 1.23.
However, you can download the latest version here:
