Membership and Email Delivery System

Hi Guys I am a web developer building a site for a client, they have a membership base of about 5,000 people and they are looking for a member/email delivery system. The software that I normally work with is AWebber, however, in this case they may not be the right fit for the client.
The reason for this #1 is the cost they charge $19.95/month to store up to 10,000 leads and an additional $9.95 per month for each additional block of 10,000 leads above the initial 10,000 lead space included.
The client is under the impression that they will be able to grow there member to 15,000 people in the next year or two and may feel that price is a bit prohibitive. Particularly if they opt to purchase a list of contacts (certain companies they have contacted do not sell lists of less than 100,000 people).
Which is also brings us to our second concern, AWebber does not allow purchased leads of any kind to be used at AWeber. it is against their terms of service (which is not really a bad thing in my eyes, but we are trying to work with the client’s needs).
Any suggestions would be welcome.
