Which product is right for this application?

I am working on a site that will include a company news section (20-30 articles, each is typically only 1 paragraph). One of the requirements will be that the articles can be moved relative to their display order easily - the top article today may be the second one tomorrow, and then first again after that, etc... Ideal solution would be to have a list of all articles at the top of the page, with each listing linked (jump) to the full articles below the listing. I've tried a php solution, but since the users are non-technical, I need something with WYSIWYG capabilities. Also, if I used php, users wouldn't be skilled enough to log in to phpMyAdmin to update text if need be. Also looked at postNuke, but it has no ability to re-order articles at will. Any suggestions?
