Article Manager: User levels suggested change

Often we have a situation where we want to train someone in to use the site. As it stands, Article Manager currently offers Writer or Trusted Writer at the low-impact end. The problem with the Writer/Trusted Writer categories is that the latter allows people to publish directly onto the site. The former does not allow people, once they have saved an article, to get back in to work on again it later. Often people learning Artman need that, as it's slow going at the beginning. There needs to be an ammendment to the Writer category that allows people to go back in and check their work. This way they can work on an addition on and off when they have the time, but there's no danger they can post it. This also works when you want people to revise stuff but not have the power to publish it until an Editor approves it. This tweak would be most useful!
