Hello
Is their any way to create a new users level, same as writer but they can edit their post or other writers post but they cannot publish them?

Damon actually has written a good solution to this before which you can see here:

What he suggests in this post is that you could simply create a category that your trusted writers would have access too, but setting the category to hide published articles. This way a Trusted Writer can edit their articles but won't be able to publish any articles to the main site. :)
