Hi there, The files in the /data/ directory are not actual CGI files (the extension is to keep them from being read in the browser) and are just internal files that Article Manager uses. They do not have to have a correct shebang line. In general, you'll never want to modify the files in the /data/ directory, only Article Manager should modify those. However, the .cgi files in the /exec/ directory (the admin & search.cgi specifically) do need to have a correct shebang. In general, Windows servers are setup to not need anything changed there, but it won't hurt anything to pop in and try.
