Is this possible with one template?

I was wondering if it's possible to do the below with one template.
I want to have a template that shows
a) Image of latest news post of the particular category
b) First link below the image in bold (image is related to the first link)
c) Top 4 headlines of the particular category underneath them.
I'm attaching an image to give you a basic idea of how I want it to look.
I have six different categories and each of them will have its own template with the above.
