Hi there,
First thing I'd check would be the paths, to make sure it's actually publishing to the right place. Some servers will fail silently -- ie, not give an error message back -- even when it's clearly not doing anything.
Beyond that, there are a few different things that might be causing that -- without taking a look directly at the server, it's hard to say what.
If you've already got version 2, you can't go back to version 1 -- the data formats are completely different, which is why you had to run the original upgrade script to get it to version 2. At best, you'd be able to go back to your most recent version. However, what you're describing doesn't sound all that drastic -- I'm pretty sure it'll be a simple fix to get it working on your new server. :)
