Looking for Web-Designer

I am working with a non-profit organization who is looking to redo their web-site based upon a CMS package such as Article Manager. While we have the basic idea of what we are looking for, we are looking for an individual or a firm who can assist us in creating the actual site.
As a non-profit, our budget is not large, but we are hoping that we can find the right group to work with. If need be, the project can be split into various "phases" and implemented as different projects over time. Our primary concern is getting it right and in building the system around a capable CMS so that we don't have to redo this again in the short-term future.

We are located in the Chicago suburbs, and while we would prefer to work locally, we are well aware that we may have to work outside our local region in order to get the best job done.
